Teaches people how to avoid, prevent and cope with life-threatening emergencies through instruction in First Aid, Water safety, Disaster Preparedness, Health Courses and CPR. Maintians 24 hour emergency communications system; distributes food and toys to the needy at Christmas. Provides support assistance to families, usually military who are separated from each other by great distances.

Coordinating agency for response organizations during emergency operations i.e.,goverment, voluntary and private organizations which are financed by Calcasieu Parish and the Federal Government. The agency has a full-time staff of three. The operations staff is composed of the Heads of City and Parish Government and their department heads,administrative staff and utility representatives.
